Our client is seeking a Support Assistant on an initial 8 month contract with the possibility of an extension.
25 Hours per week
Monday - Friday
Contribute to the delivery of outcomes for commissioning strategies in line with the Commissioning For the council approach. Assist, as appropriate, with:
The implementation of new commissioned services and any redesign of existing services, performance review frameworks and joint review processes. Embedding new ways of thinking and working.
Developing and maintaining strong, positive working relationships across service areas, with providers and partners.
Duties and Responsibilities:
Responsible for the processing and provision of information for undertaking highway search requests relating to the Council's Liability of Highway Maintenance records, public rights of way, Major Road Schemes and other information relating to the CON29 form. Information has to be processed within stringent timescales.
Responsible for gathering and converting data from a range of sources and formats including legal documents, surveyors plans and maps both historical and modern hard copies to update central Graphical Information System (GIS) layers to ensure accuracy and validity.
Responsible for the processing of applications and the preparation of Circular Letters, Orders and Notices relating to Temporary Traffic Restrictions Orders (TTROs).
Use of Information Technology to enter, amend, extract and update information relating to GIS and Databases for Searches/TTROs and to compile and produce monthly statistical reports
Liaise with and advise officers within the Directorate, other Directorates and the Strategic Partner regarding extent of highways, adoption of roads and TTROs. Act as the main contact point for liaison between clients requiring information from LCC and its partners in order to develop an understanding of their data and its required presentation
The identification and resolution of inconsistencies within GIS mapping
Monitoring of procedures/processes relating to TTRO's and ensuring these procedures are adhered to. Meetings with the various Network Teams and liaison with external contacts to ensure the accuracy and compliance od applications for TTRO's.
Responsible for the calculation and preparation of relevant documentation in respect of invoice requisitions for the recoupment of fees relating to Searches and TTROs. This includes procurement, handling and receipting of monies from searches and Licenses in accordance with Council financial procedures.
The maintenance and updating of Council records, both electronically and manual ly, relating to TTROs and Searches.
Work with providers (including Statutory Undertakers, Members of the Public, Police, Parish Councils and other organisations) to deliver a front line service & provide guidance on Legal/Technical issues as appropriate for own area of expertise including interpretation and recommendation of the Councils duties and responsibilities under various legislation, highway maintenance liabilities and policies.
Providing day to day service for the delivery of excellent services within commissioning strategies and resolving expressions of dissatisfaction or complaints where possible while promoting equality and diversity at all times
Preparation and authorisation of Public Notices for advert and display by Council contractors in accordance with Council procedures.
To ensure numerous enquiries and correspondence are acknowledged and answered or directed to relevant person/section within agreed timescales.
There will be on occasion a need to represent the Council at meetings both internally and externally i.e. District Council Land Charge meetings while assisting the Traffic Orders Manager.
Administer generic 'roadclosures' & 'highway_searches' email addresses (forward, respond, process & distribute as appropriate). Single email points of contact for Highway.
Skills and Experience
4 GCSEs at Grade C or above or NVQ level 3.
Administrative and IT experience and skills A/I.
Excellent interpersonal skills and an ability to communicate effectively by all means available and providing a comprehensive response depending on the level of information required I.
Understanding of IT systems including experience of GIS or similar mapping system A/I.
IT literate and knowledge of data management and telecommunication systems T.
Experience of dealing with & processing Legal Orders & TTRO's I.
A good Knowledge and understanding of legislation relating to Highways, Road Traffic and Land Charge Searches. The post holder will be required to keep up to date with any changes in relevant legislation and national guidance A/I.
Knowledge and understanding of Directorate and Council procedures and processes including relevant legislation affecting the Council e.g Data Protection Act, Freedom of Information Act, Environmental Information Regulations.
