Our client is seeking a Senior Estates Surveyor on an initial 6 month contract with a possibility of an extension in St Albans.

Working Hours:

Monday - Friday, 9:00 am - 5:00 pm

Job Purpose:

  • To provide expertise in providing an efficient and responsive estates management service
  • To provide advice on all property matters, having regard to relevant legal and financial implications to all client services

Duties and Responsibilities:

  • To provide advice on all property matters, having regard to relevant legal and financial implications to all client services
  • To prepare valuations of land and property for all Council purposes in accordance with professional guidance and standards, including statutory requirements for capital accounting, all transactions and claims relating to land and property holdings, and for rating and fire insurance
  • To negotiate all property matters on behalf of the Council in its best interests. To include in particular the leasehold acquisition and disposal of land and buildings, and the freehold acquisition and disposal where required; compensation claims
  • To manage the work of an Estates Surveyor and a Graduate Surveyor
  • To let and manage all property let to the community groups and the third sector, to include: new lettings, lease renewals, rent reviews and surrenders.
  • To ensure that lease terms are complied with
  • To manage the work of an Estates Surveyor and a Graduate Surveyor and to provide effective management of these members of staff
  • To prepare valuation reports, conveyance plans and transaction reports
  • To carry out property surveys and inspections, to prepare schedules of condition and dilapidation's
  • To ensure that properties are properly maintained and to follow the internal procedures with regard to the procurement and provision of maintenance and services for multi-let property
  • To ensure that rent accounts are raised and to calculate apportionment's as appropriate. To include the preparation and reconciliation of service charge and utility accounts
  • To prepare estimates and to monitor revenue budgets for the properties assigned within an overall budget of £1.6m . To ensure that responsive debt recovery action is taken as required
  • To provide advice and assistance to members of the public, members and client directorates in respect of the services provided, referring to the Principal Operations Surveyor as necessary

Skills and Experience:

  • The role is one for a skilled Negotiator, preferably with Public Sector School experience,
  • Surveying
  • Numeracy and the ability to make mathematical calculations
  • Client management/customer service skills
  • Verbal and written communication skills
  • Organisation and time management
  • The ability to work independently and as part of a team.
