Our client is seeking a Gis Systems Manager on an initial 1 month contract with the possibility of an extension.

Working Hours:

37 Hours per week

Monday - Friday

Pay Rate:

£17.67 p/h

Job Purpose:

As GIS Systems Manager you will be required to manage, maintain and co-ordinate all programmes, activities and functions of the GIS system, responsible for the resource and cost management of system development. Leading the future development strategy for the system you will champion the use of Enterprise GIS system (SEMS) throughout the organisation.

Working collaboratively with the wider Data and Analytics team, you will project manage and create technical solutions to deliver new insights to the business using map visuals. Managing the GIS Technician, you'll ensure all GIS data is accurately maintained and appropriate for its purpose.

Duties and Responsibilities:

  • Provide strategic direction and leadership to deliver on the GIS strategy, presenting to senior management on the future application of GIS.
  • Working closely with IT, manage the Enterprise GIS environment to deliver maximum benefit to the business and ensure the system is maintained and developed in line with best practice. Design and lead on keeping the environment up to date with new technology and coordinated with the various transformational projects that are progressing across the business.
  • Develop and deploy GIS systems within the business, leading on the training and support of all GIS users. Develop a strategic approach to training staff, as well as creating course materials and delivering the training sessions alongside the GIS Technician.
  • Maintain positive and constructive supplier relations to ensure that GIS software and datasets are updated and licensed appropriately. Good contract negotiation skills will help to ensure maximum value for money from investment.
  • Lead on a number of GIS analysis projects across a range of business areas, often working autonomously, to capture the business requirements and translate into GIS tasks. Ensure that these projects are well managed, and are delivered on time and in budget.
  • Ensure all maps are produced to the highest standard, incorporating good cartographic design principles and relevant data licensing.
  • Communicate effectively with customers and appropriately prioritise requests with the help of the GIS Technician and the wider Data and Analytic team as required.
  • Manage the GIS Technician, providing advice and support, in addition to working collaboratively on GIS projects. Lead by example, ensuring staff are engaged and valued in an inclusive work environment with proactive coaching, mentoring and development, managing performance where necessary.
  • Contribute to all areas of data, reporting and insight as part of the wider Data and Analytic team and help create a team culture aligned to the councils values.
  • Observe and comply with policies and procedures for Health and Safety at Work and observe and continually promote equal opportunities and customer care in compliance with organisational aims and objectives.
  • Participate in learning and development activities that develop personal effectiveness and assist in improving performance in the role.

Skills and Experience:

  • Must have experience ESRI ArcGIS Desktop / Server / Portal / ArcGIS Online
  • QGIS
  • Experience with databases, ideally SQL Server
  • IT Literate, with strong knowledge of MS Word, Outlook, Excel; MS Project an advantage
    • Advanced knowledge ofESRIGIS software tools such as
      • ESRI ArcMap
      • ArcGIS Server
      • ArcGIS Portal
      • ArcGIS Online
      • Collector App
    • Excellent understanding of database design, table joins, views and functions
    • Detailed knowledge scripting
