Division Quality and Performance Manager

Our client is seeking a Divisional Quality and Performance Manager on an initial 3 month contract with the possibility of an extension.

Working Hours:

36 hours per week

Monday - Friday

Pay Rate:

£280.00 per day

Job Purpose:

To develop, deliver, embed and maintain a certifiable quality management system (ISO 9001 or equivalent) to prove and enable Traded Services' ability to consistently provide products and services that meet the needs of their customers and other relevant stakeholders.

Responsible for the co-ordination and delivery of divisional compliance to the Investors in People standard for people management including the Traded Services apprentice and trainee programme.

To co-ordinate, capture and report on all service related national, corporate, key and local performance indicators in liaison with divisional managers and stakeholders.

To develop, deliver, embed and maintain a certifiable environmental management system (ISO 140001 or equivalent) to prove and enable Traded Services' ability to consistently manage and improve environmental performance whilst gaining a competitive advantage and the trust and support of customers and relevant stakeholders.

Duties and Responsibilities:

  1. Responsible for the development, implementation and ongoing maintenance of the divisional Quality Management System (QMS) including;
  • Ensuring the divisional quality policy, system and objectives are established and maintained.
  • Maintenance and continual improvement of the system.
  • Authorisation, issue and control of documents within the QMS.
  • Ensuring the communication of specifications, statutory and regulatory requirements.
  • Undertaking, commissioning and assessing management reviews and auditing to ensure ongoing compliance and continuous improvement
  • Negotiating and ensuring adequate resources are made available for QMS compliance

2. Responsible for the development, implementation and ongoing maintenance of the divisional business performance management regime including;

  • Preparation of indicator targets
  • Calculation of reporting frequencies
  • Calculation formulas
  • Report format and methodology
  • Identification of variants
  • Management reporting
  • Identifying and delivering performance indicators for service, project and work stream compliance
  • Demonstrating divisional success and excellence through KPI reporting

  • Responsible for co-ordination, implementation and ongoing delivery of Investors in People (IIP) compliance including;

  • Ensuring divisional objectives, policy, systems and procedures for IIP compliance are established and maintained.
  • Maintenance and continual improvement of systems.
  • Issue and control of systems, records, documents and registers required for IIP compliance.
  • Ensuring the communication of specifications and certification requirements.
  • Undertaking, commissioning and assessing management reviews and auditing to ensure ongoing compliance and continuous improvement
  • Negotiating and ensuring adequate resources are made available for delivery of IIP compliance.

4. Responsible for the development, implementation and ongoing maintenance of the divisional Environmental Management System (EMS) including;

  • Ensuring the divisional environmental policy, systems and objectives are established and maintained.
  • Maintenance and continual improvement of the system.
  • Authorisation, issue and control of documents within the EMS.
  • Ensuring the communication of specifications, statutory and regulatory requirements.
  • undertaking, commissioning and assessing management reviews and auditing to ensure ongoing compliance and continuous improvement
  • negotiating and ensuring adequate resources are made available for delivery of EMS compliance
  • Manage and maintain the Division's apprentice and trainee programme including coordination of business unit requirements, liaison and compliance with corporate policy and procedure and facilitation of external training provider requirements.
  • Work collaboratively with managers all across Traded Services and other business units and divisions to ensure consistency of approach on quality and performance whilst providing expert advice.
  • Manage and deliver social value activities and projects such as stakeholder engagement, our place in the community (schools, charity functions and local small business) and back to work / employment programmes, and provide support across all areas of Traded Services.
  • To be accountable for service area compliance both internally and against corporate, industry and certificate standards as required by an internal / external audience and assessors.

Skills and Experience:

Strong evidence of developing and implementing performance and quality strategies, systems, policy and procedures in an operationally diverse organisation.

Project delivery whilst working in a multi-disciplinary team.

Developing and implementing policies, initiatives and strategies to support business services and performance.

Performing a broad range of complex technical or professional work activities, in a variety of contexts.

Working across a multi- disciplinary service area(s).

Experience in preparing and delivering training programmes, briefings and presentations to different audiences, including staff, managers, chief officers,.

Councillors and members of the public.
